The results of a study conducted by the company Active Group together with the analytical center Experts Club reveal citizens’ attitudes toward various aspects of social and economic life in Ukraine, including the initiative to refund part of the cost of Ukrainian-made goods, the influence of the authorities on business, the level of trust in law enforcement agencies, citizens’ financial stability, and forecasts for the hryvnia exchange rate.

A significant share of respondents (44%) had heard about the initiative to refund money for purchases of Ukrainian goods, although opinions are divided on its impact on living standards. Most respondents believe that the state will raise taxes to finance this initiative.

As Andrii Yeremenko, founder of the sociological research company Active Group, noted, this causes concern among the population, since most people are not ready for an increase in the fiscal burden.

The study also revealed deep distrust of state institutions (among 57% of citizens) and law enforcement agencies (62%) in the context of relations with business, in particular because of the lack of transparency and efficiency in their work. Most respondents believe that the state hinders rather than helps business development, and this trend has increased compared with previous months.

A significant share of Ukrainians (up to 60%) experience financial difficulties, in particular rising debt and a lack of savings “for a rainy day”. Respondents also expressed concern about the future exchange rate of the hryvnia, with most (55%) expecting it to fall.

As for utility payments, the overwhelming majority (67%) of survey participants consider tariff levels overstated, which further underscores general dissatisfaction with the financial situation and with government policy in this area.

According to Active Group director Oleksandr Poznii, these results point to the serious challenges facing Ukrainian society in wartime and amid the current economic situation.

As a reminder, Maksym Urakin, founder of the analytical center Experts Club, noted earlier that in 2024 Ukraine’s public debt could exceed GDP for the first time, creating significant risks for the country’s economic stability.
