Minister of Veterans Affairs of Ukraine Vitalii Kim spoke about the results of his first 100 days in office. Among the main changes, he named the veteran's certificate in “Diia”, the creation of a support service and the systematisation of government services.
He said this on the air of “We-Ukraine”.
Kim noted that the tradition of reporting on the first 100 days of work helps him personally to plan his activities and break large tasks down into separate stages.
“I will say that, in principle, it motivates me personally to divide the planning into more or less distinct stages and to take stock of what has been done”, the minister explained.
He added that during this time the ministry conducted an audit of programmes and services for veterans, began creating a state support service and introduced the veteran's certificate in the “Diia” app. Now, to obtain it, a veteran no longer has to visit an administrative services centre (TsNAP) in person.
The Ministry also conducted an audit of the possibilities for completing the construction of the National Military Memorial Cemetery.
About 80 veteran support programmes instead of a unified system
Kim noted that one of the problems identified during the work was the fragmentation of veterans' services among various agencies.
“About 80 programmes and services that veterans are entitled to receive were provided by different ministries and local self-government bodies. Because of this, people got lost in the system, and bureaucracy made receiving assistance more difficult. We want to break all of this down”, the minister stated.
To coordinate the work of the agencies, a coordination headquarters was created, co-chaired by Prime Minister Denys Shmyhal. This is meant to make it possible to issue protocol instructions to other ministries on the instruction of the head of government.
Kim reported that a resolution of the Cabinet of Ministers designated those responsible for veterans policy in every central executive body and ministry. Thus, every agency now has a specific official who is responsible for the relevant processes.
60 critical processes systematised and services digitalised
Currently, the ministry has systematised 60 critical processes that require support. The next goal is to make the veteran support system transparent.
“In the end, we want to have a simple, digital system, so that a veteran does not run between ministries with papers and confirm his statuses”, Kim explained.
According to him, the ministry has already figured out how the service delivery system works and has begun to put in order the processes that previously lacked a systematic approach.
“We figured out how it works, only it lacked a systematic approach, and we started doing that”, – the minister summed up.
As “We-Ukraine” reported earlier, it is proposed in Ukraine to partially compensate veterans with disabilities for the cost of a car.
