The Filatov Institute in Odesa has signed a memorandum on developing preventive medicine to combat the complications of diabetes mellitus

The state institution “V.P. Filatov Institute of Eye Diseases and Tissue Therapy of the National Academy of Medical Sciences of Ukraine,” the Odesa Oblast Regional Development Agency, the company CheckEye and MedCapitalGroup have signed a memorandum of cooperation on the development of preventive medicine and the introduction of innovative technologies in healthcare.

As the Filatov Institute told the agency “Interfax-Ukraine,” the aim of the partnership is to create a modern model for the early detection of complications of diabetes mellitus, in particular diabetic retinopathy, one of the most dangerous causes of vision loss.

The memorandum defines such areas of joint work as, in particular, the introduction of artificial intelligence-based mass screening systems for diabetic retinopathy, the organization of training events for doctors, information and scientific-practical campaigns in communities of the Odesa region, and the popularization of preventive medicine among the population.

Special attention during the discussion was paid to the development of international cooperation.

The V.P. Filatov Institute already has considerable experience of partnership with leading medical institutions worldwide. In particular, in 2025 an agreement was signed with the clinic Oftacentro SA (Lugano, Switzerland) to carry out joint research on the early detection of diabetic retinopathy with the participation of the startup CheckEye.

“The signing of the memorandum has become an important step in building a system of preventive medicine in the Odesa region. Combining the scientific potential of the V.P. Filatov Institute, the technological solutions of CheckEye, the expertise of MedCapitalGroup and the project support of the Agency creates a solid foundation for improving the quality of medical services, early diagnosis and the health of the population,” the institute stressed.

The initiative is being implemented with the institutional support of the Swiss-Ukrainian project “Cohesion and Regional Development of Ukraine” (UCORD), which is carried out with the support of Switzerland through the Swiss Agency for Development and Cooperation (SDC) by the company NIRAS Sweden AB.
