The Ukrainian cement market has reached a level of stabilization after sharp fluctuations in 2021–2023, but production volumes remain almost half of pre-war levels. This is stated in an analysis by Experts Club prepared jointly with the association “Ukrtsement».
In 2021, cement output reached 11 million t, in 2022 it fell to 5.4 million t, in 2023 it recovered to 7.43 million t, and in 2024 to 7.93 million t. According to producers' estimates, the “ceiling” in 2025 is about 8 million t.
Consumption: 10.6 million t in 2021, 4.5 million t in 2022, 6.2 million t in 2023 and 6.3 million t in 2024. The market has thus stabilized at 6–6.5 million t — roughly half of pre-war demand.
The structure of demand has changed: instead of residential and commercial construction, infrastructure and defense projects dominate — fortifications, shelters, urgent repair of roads and bridges. Demand is additionally supported by state programs, including “eOselia.”
In 2025, experts expect a stable “wartime” demand to continue, sensitive to budget funding and donor assistance.
