This was stated by Yaroslav Zhelezniak, first deputy chair of the Verkhovna Rada committee on finance, taxation and customs policy, at the congress “Public finance system reform – the path to Ukraine's recovery,” organized with the support of CIPE.
“There is no better year to build and rebuild trust in the institutions directly involved in interaction with business than 2024. In 2025 it will already be too late. That is why this year we must carry out a reboot of customs. This year we must carry out a proper reboot of the BEB. Not the nonsense that the government submitted and tried to push through parliament, but a proper reboot, in which all of Tatarov’s people are dismissed in one moment,” said Yaroslav Zhelezniak, reports FinClub.
In addition, as early as 2024 “it is possible to start rebooting the tax service as well.” “At the level of parliament this work is under way, and there is even such a draft law,” Yaroslav Zhelezniak said.
“What can and must be improved is, first of all, getting rid of nobodies in the BEB, the tax service and customs. The heads of these bodies cannot and must not have the status of acting officials if they are to make the relevant decisions and bear political responsibility for them,” said Olha Vasylevska-Smahliuk, deputy chair of the Verkhovna Rada committee on finance, tax and customs policy.
According to the latest survey, 67% of entrepreneurs have faced pressure from law enforcement agencies, said Andrii Dlihach, head of Advanter Group.
“At the top of the problems for business is everything related to access to financial resources, tax reform, BEB reform, the State Tax Service, a review of the criteria for the riskiness of transactions, and a change in administration. All of this has remained at the top in recent years,” he said.
Oleksii Sobolev, Deputy Minister of Economy, tried to object to them. “I cannot say that the government’s law is straightforwardly ‘very terrible.’ There are more terrible laws that everyone adopted and said how wonderful they were. I am confident that the law will be adopted, agreed with international partners,” the senior official explained.
