In total, 134 companies imported diesel during the month, but the top five accounted for about 280 thousand tonnes of the total volume of 562 thousand tonnes. The five largest importers of diesel fuel in Ukraine in July 2026 accounted for about half of all foreign supplies of the commodity, according to data from the “Consulting Group A-95”.
In total, 134 companies imported diesel during the month, but the top five accounted for about 280 thousand tonnes of the total volume of 562 thousand tonnes. Thus, their combined share was approximately 49.8% of the import market.

The largest importer was the OKKO group, which brought in 73.1 thousand tonnes of diesel. Its supplies grew by 32% compared with July of last year.
In second place was the state-owned “Ukrnafta” with 59.8 thousand tonnes. The company showed much stronger growth, increasing imports 2.4 times compared with July 2025.
Third was UPG with a volume of 53.2 thousand tonnes.
Fourth place went to “AT Energo Trade” with 50.7 thousand tonnes, and fifth to WOG with 42.9 thousand tonnes. These figures are presented in the infographic of the TOP-10 diesel importers for July published by “A-95”.
Thus, OKKO and “Ukrnafta” alone together accounted for almost 133 thousand tonnes, or about 24% of the entire monthly import.
At the same time, the highest growth rate among market participants was shown not by a company from the top five but by the “Western Fuel and Energy Company” (ZPEK). It increased its supplies 5.3 times, to 31.9 thousand tonnes.
The top ten largest importers also included companies with supply volumes of roughly 20 thousand to 35 thousand tonnes.
The growing concentration of large suppliers is taking place against the backdrop of an overall increase in imports. In July, 562 thousand tonnes of diesel were brought into Ukraine – 5% more than a year earlier.
However, as the director of “A-95” Serhii Kuiun notes, even these volumes proved insufficient to meet the sharply increased demand. A shortage of diesel was felt on the market because of a price-driven rush, the stepping up of industrial and private buyers, and rising consumption in the transport sector.
“A-95” expects a more balanced situation in August as a result of increased supplies and falling world fuel prices.
